The HRIS Specialist is responsible for data management, system maintenance, auditing the integrity of the data, ensuring record retention, and being the gatekeeper for all HR employee system transactions, as well as entering accurate/consistent data in the HR systems with precise documentation that supports all changes to optimize NYRA's record keeping practices.
This role is also responsible for providing administrative support, as well as performing a wide range of clerical and office support activities for the HR Department to improve operational efficiency.
Responsibilities:
Essential Functions include but not limited to:
Data Entry and Management:
Processes, enters, and maintains day-to-day changes to all Human Resources systems which includes hiring new employees, re-hiring them, entering leave administrations, processing employee status changes, assigning benefit groups, supporting organizational changes, and administering separation changes via the personnel action forms (ABCs).
Partners with Payroll to ensure accuracy and timely submission of employee transactions.
Collaborates with Director, Benefits and HR team to refine the employee data collection & management processes, to ensure historical as well as current data is accurate, while validating essential data needs are met.
Quality checks, manipulates, and merges data in preparation for key stakeholder reporting, analyses, and vendor payments for various services.
Audits, maintains, and generates reports of nonunion/union databases to monitor benefit programs, secure vendor compliance, validate those systems are properly capturing appropriate data fields, and ensuring they reflect accurate employee roster changes on a monthly basis to minimize financial risk to NYRA.
Completes standard reports and audit requests.
System Maintenance and HR Administrative Support:
Primary focus on implementation, support, and maintenance of the Human Resource Information Management System.
Serves as lead specialist and liaison between HR, payroll, finance, and other internal stakeholders during data quality audits to maintain system integrity and implement HRIS business process enhancement opportunities.
In collaboration with the HR team analyzes, identifies, and helps correct technical problems and deficiencies.
Maintains the quality and consistency of employee database.
Ensures that personnel records are compliant with company, State and Federal guidelines.
Participates as needed in monthly/quarterly as well as annual audits of personnel records and HR functions.
Documents internal HR system processes/procedures, maintains HR records, prepares correspondence, and supports department projects/implementations.
Administers HR-related activities at all phases of employee life cycle, including status changes and terminations.
Coordinates HR data processing with appropriate business units while supporting the creation of new employee titles, and salary tiers in HR systems.
Files and retrieves human resources documents, records, reports, and employee archives.
HR Support Update org charts, create new employee titles and salary tiers in iCON.
Ensure that personnel records are complying with company, State and Federal guidelines.
Participate as needed in monthly/quarterly and annual audits of personnel records.
Participate in special projects as requested or desired; help clarify project objectives; set timetables and schedules; conduct research; develop and organize information; fulfill transactions.
Perform other projects as needed.

Qualifications:
Minimum Requirements:
Education:
College Degree.
Experience:
A minimum of 3 years of progressive experience as a Human Resources Professional.
Other Requirements:
Experience with unions, and labor relations preferred.
PHR, SPHR, SHRM-CP, or SHRM-SCP highly desirable.
Strong computer literacy, including Excel and HRIS databases.

Estimated Salary: $20 to $28 per hour based on qualifications.
